EU culture: new financial instrument for cultural and creative SMEs

“Cultural and creative sectors are the backbone of European diversity and significant contributors to its economic development. The European Union, through the Creative Europe programme, is highly committed to help companies finance their innovative projects and stimulate the European creativity and cultural initiatives. These agreements are excellent news both for companies in France and across Europe. With this first cross-border transaction under the Guarantee Facility we hope to build partnerships across Europe so that more European film producers can benefit from the backing of this financial instrument.” Said Commissioner for Digital Economy and Society Mariya Gabriel.

The European Investment Fund and the French Institut pour le Financement du Cinéma et des Industries Culturelles (IFCIC) signed today in France two guarantee agreements to support more than €130 million worth of loans for cultural and creative SMEs. The agreements are part of the EU’s Cultural and Creative Sectors Guarantee Facility which was launched last year under the Creative Europe programme. The Guarantee Facility recently received additional funding through the European Fund for Strategic Investments (EFSI) (read more here).The first agreement is a direct guarantee which allows IFCIC to substantially increase its loan volumes to support French SMEs in the cultural and creative sectors, reaching out to currently underserved sub-sectors including performing arts, visual effects, publishing and fashion design, to support a portfolio of more than €40 million of loans over the next two years. The second is a counter-guarantee agreement. It is the first cross-border transaction under the Cultural and Creative Sectors Guarantee Facility targeting film producers across the programme’s participating countries aiming at supporting a portfolio of more than €90 million of loans to European film and TV production. In total, more than 300 SMEs in the cultural and creative sectors are expected to obtain access to finance as a result of this new Guarantee Facility.

This selection was done during the 6th. “Beijing International Art Biennale”, where about 20 Belgian artists were showing their works. The 7th. biennale will be opened from September 24th. till October 15th. 2017, at the “National Art Museum of China”, with this theme: “The Silk Road and World’s Civilizations”. In 2015, 680 works coming from 97 countries were showed. The 6 first biennales welcomed about 5 millions visitors. Enfin une bonne nouvelle sur le plan de la Culture, en Belgique. Vu son succès dans le domaine cinématographique, notre Ministre fédéral en charge des Institutions culturelles, Didier Reynders, vient d’annoncer que le mécanisme du “tax shelter” s’étendrait, désormais, aux “Arts de la Scène”.

“Après pas mal de discussions, ce qui, depuis une dizaine d’année soutient le cinéma, et a permis le développement que l’on connaît, est étendu à la scène… A la suite des mesures de police et de justice que l’on a annoncées pour lutter contre le radicalisme, il est important de terminer l’année avec des mesures qui soutiennent la Culture”, nous déclara notre Vice-Premier Ministre.

Ainsi donc cet avantage fiscal, offert aux entreprises qui souhaitent investir dans une œuvre, pourra aider, à l’avenir, au développement des chorégraphies, comédies musicales, concerts, opéras, spectacles de cirque et de rue, sans oublier, “last but not least”, du théâtre, sous toutes ses formes.

Sur un plan pratique, une limite est fixée à 750.000€ par investisseur et chaque société souhaitant investir dans un soutien à la production peut bénéficier, via ce mécanisme, d’une exonération de ses bénéfices réservés imposables; à concurrence de 150% des sommes effectivement versées.

Pour les septiques, rappelons que ce système a fait ses preuves au cinéma, permettant aux réalisateurs et acteurs moins connus de se lancer dans leur carrière. Cette annonce totalement inattendue constitue donc une excellente surprise pour ce secteur professionnel, trop souvent mal compris, alors que, dans ces temps incertains, nous avons un grand besoin de nous divertir, la Culture restant essentielle dans la formation de la jeunesse.

A l’occasion de la sortie de son dernier film “Un + Une”, “Claude Lelouch déclarait: « Aujourd’hui, plus que jamais, nous avons besoin de fraternité, d’amour. Je me souviens que pendant l’occupation, jamais les cinémas et les théâtres n’ont autant marché. Nous les artistes sommes la cour de récréation. Aller au spectacle c’est une sorte de médicament, mais c’est aussi une forme de résistance » (propos recueillis par Alain Spira).

A une époque où il est si improbable de pouvoir rassembler l’argent nécessaire aux productions, Didier Reynders  vient d’offrir, en paroles, un superbe cadeau de Noël aux comédiens, chorégraphes, metteurs en scène, … Mais, restons prudents, car il ne s’agit, actuellement, que d’un avant-projet de loi, devant encore être envoyé au Conseil d’Etat, avant d’être soumis au vote du Parlement. Puisse, aussi, ce “tax shelter” ne pas s’accompagner d’un désengagement progressif des pouvoirs publics, qui pourraient, quant à eux, diminuer leur appui financier.

Mais bon, ne gâchons pas notre plaisir et réjouissons-nous de cette excellente initiative! Bonne Année 2016!

Maison Particulière : Carole Schuermans quitte ses fonctions #art #maison #particuliere

Carole Schuermans, jusque là directrice du centre d’art, a annoncé dans un communiqué avoir quitté la direction  de la maison pour se consacrer amplement à son développement institutionnel. En effet, il s’agit pour elle de chercher de nouveaux moyens financiers nécessaires à la pérennisation du centre.

Mégane Ledoux, jeune collaboratrice a été nommée à sa place pour prendre la direction de la Maison Particulière. Elle a une connaissance de la maison et du fonctionnement de celle-ci qui rassure ses collègues.

The Belgian pavilion at the International Exhibition of Milan undergoes a major crisis. Tuesday morning furious  employees made their anger public, after the fury  of the bar and restaurant which  had led to a strike on Sunday.

It was said the organisers had accumulated the hiccups and durably penalized the restoration of the pavilion. The working conditions were also judged undecent by the many workers.

They demanded the immediate resignation of Laurence Heyblom, director of the pavilion. They also wanted the return of Benoît Gersdorff, chef of the restaurant, in order to manage the project.

From Friday 30 August until Sunday 1 September, the BRUSSELS CREATIVE FORUM
will be brining together professionals from the world of culture and the cultural and creative
industries for the first time, in a marquee in the Place des Palais in Brussels.

Culture and creativity abound in Brussels, with more than 17,000 events a year reflecting the
wealth and depth that the city has to offer. The BRUSSELS CREATIVE FORUM offers the
perfect opportunity to showcase creativity in Brussels, its richness, its diversity, its expertise,
its relevance and its originality. Members of the public will be able to explore Brussels’
creative dynamics, and professionals will be able to meet and discuss practical examples
and share their experiences.
The BRUSSELS CREATIVE FORUM will give all visitors the chance to discover seasonal
programmes and activities put on by cultural institutions in Brussels. All aspects and
everyone involved in culture will be there: music, performing arts, visual arts, architecture
and heritage, literature, festivals, cultural centres, events and shows with cultural content,
and many more. As well as this, there will a number of stages available to present creative
initiatives (existing or future projects) and creative achievements (presentations by venues,
associations and organisations connected to culture and creativity). Other areas will host
events specifically targeted at children on Sunday.
As well as this, the BRUSSELS CREATIVE FORUM will be a place for professionals to meet
and discuss best practices. It will create an environment that stimulates dialogue and sharing
experiences, with a view to developing economic activity through culture and creativity. This
professional interaction will be developed by focusing on different themes: cultural policies in
Europe, local culture, patronage and sponsorship, the image and reputation of Brussels,
training and professional integration, the cultural and creative industries, architecture and
urban planning, audiovisual material and the media.
The goal of the BRUSSELS CREATIVE FORUM is to create a platform for stakeholders in
culture and creativity to meet regularly in Brussels in order to share their best practices and
challenges, and help shape policies that will allow these sectors to develop – they already
